Drivers of change in Glasgow

Beatriz Garcia

One of the main drivers of the change in Glasgow was the development of new strategic alliances between various interest groups in the city, which saw the opportunity to utilise the event as a catalyst for change. The title brought together groups of people who weren’t talking with one another regularly or at all, and gave their discussions a clear focus and timeline. Conversations were started between the politicians, developers and the development agencies. For example, they set up a new tourism bureau, which didn’t exist before. Conversations with representatives from art organizations also got going. There were a couple of very important drivers of this change. One of them was the investment by the Glasgow local authority into studying and understaning the US model of regeneration tried out in the 1980s in places such as Minneapolis and Seattle, which developed the notion of culture as an opportunity for change. Glasgow tried to adapt this to the UK context. An important factor that helped create the momentum and confidence was the investment by the city into the establishment of a new museum to show a very important collection present within the city, the Burrel Collection. This reassured the more traditional art comunities that there was also a focus on the heritage not just on the new. It showed that Glasgow also had a very strong base in the more traditional and „high“ art and cultural activities, that it wasn’t just all about reinventing itself.
